Keyword research is not uniquely an SEO thing. For example, you could do keyword research for a PPC campaign, or to buy some keyword banners.
But why would you do keyword research if there were no search engines? What point would there be? Writing to your target audience- yes! Definitely. But I wouldn't need to know the exact phrase someone might use and I certainly wouldn't concern myself with how many times it appeared on the page.
But beyond that, IMO keyword research is market research and a keyword identifies/defines a market. If you want your site to appeal to a particular market, you should use the same words and phrases that the market uses. If search engines didn't exist you should still do this - the fact that search engines do exist just provides you with more research tools.
