Reasons being why not?

Try it and see. It wouldn't cost a lot to find out whether it works for your friend's business.
BTW, you may be able to get a free trial. It wouldn't hurt to ask.

Tried with listing for some $19/3 months. I have not got good referrals.

Hello,
For December the average clicks were 9 per day each for our 2 featured listings.
9 x 31 days = 279 when the cost is $4 per month
that works out to be $0.014 CPC
so depending on your ROI matrix the traffic should be targeted enough to cover the cost.
Granted we have not checked the result on may terms and we are targeting popular keywords.
btw I do have a partially biased view of this program as we do offer this via:

But the above results are true and accurate.
