There might be some info on that in some of these threads on RSS and XML feeds..

Most RSS feed directories don't really have a submission process. Those directories usually provide a means of subscribing to feeds via their site (usually it's through a web based interface that they provide). The way they find new feeds is by having people using their readers sign up for feeds. So, if you want to be included in the directory, create an account there and then subscribe to your own feed.
