There used to be a site, run by people who sold text links, that reported on sites that were failing to pass PR. It was at www.blockedpr.com. If you go there now, there's a message stating that they (and the rest of us) are no longer able to know with a decent degree of certainty whether a given site is passing PR or not.
I'd tell you not to worry about PR at all, but I guess it's a bit different if you're buying links. For what it's worth, I'd recommend only buying links from sites that might actually send you some targeted traffic, because you really can't count on them giving you a boost in rankings.
