Page Descriptions - Different For Each Page?

I'm trying to optimize a site that's using dynamic pages (PHP) and is currently set up to have the same meta info on each page (description, tags, etc.). As I was updating it today, it occurred to me that perhaps this isn't such a good idea, as each page has a slightly different concentration and could probably be optimized for its own content better if it were more specific. I'm not sure my logic is correct, though.
Does anyone have any input on this matter? As it is, I'm having trouble keeping my description short and sweet, and I'm thinking that it may be more valuable to try different descriptions to see how they rank, and what works best. I also don't want to break any of Google's rules or any other SE's rules. I'm new to all of this, so maybe I'm totally off the hook here...
Any advice is appreciated.

I don't think I hurts to not have a description (I don't use them much) but if it would be easy to include them, do it. You never know what the new MSNbot will be looking at and I think Teoma still uses descriptions with their listings.
