I wanted to know which was better for optimization...

TABLES (<table>) or CSS (<div class="small-box">)

Neither is necessarily better as it relates to search enigne rankings. However, you can have less code using CSS, so that's always a plus.

Tables are really for the tabular display of data. If that's what you're looking for, that's what you ought to be using. They're really not intended for layout, and as Jill said, a style sheet can lay things out just as well with less code.

As said above, no real difference for SEO purposes.

However if you use an external CSS file you can make a change to a single file and have it reflected on every page. I find that a major advantage for small layout/display changes as my sites change over time.

Tables are easy to understand and work with; CSS can get tricky and not always display correctly. While I recommend learning and using CSS as the first preference, it just makes sense to use a combination of tables and CSS if your page has any complexity to it.
