What Happens Between Sign-up - Approval And Publis

What happens between sign-up - approval and publish? I've been reading FAQ and Terms and Conditions available on PPC ad network websites, but I still don't quite get. Here's what I'd like to know. Let's say that I apply for Google AdSense and I get approved. Does that mean that I have to publish ads generated by Google AdSense? Does approval mean that I have a right to use Google AdSense?
I am also looking into Fastclick http://www.fastclick.com and Burst!Media http://www.burstmedia.com. How do these programs work? I can just decide to not work with Fastclick or Burst!Media after their approval (which comes after my signing-up for these programs)? Thank you in advance.

are you asking this as a publisher or an advertiser? In the case of advertisers, the approval process generally revolves around the ads you want to serve. For publishers, they generally want to take a look at your web site to make sure it's an appropriate place to serve ads from their advertisers. I don't have experience with best click room and
I don't have any experience with best click or pursed media. Basically it looks like they're doing the same thing but with different types of ad formats.

AFAIK, you don't have to publish the ads from AdSense, in the sense that they're not going to send out the AdSense Police after you if you get approved and then don't place their HTML on your site to display the ads.Let's say that I apply for Google AdSense and I get approved. Does that mean that I have to publish ads generated by Google AdSense? Does approval mean that I have a right to use Google AdSense?
But, then, why would someone bother going through the application process if they don't intend to publish the ads?

Yeah, I just read FAQ and Google pretty clearly states that I don't really have to do anything after I get approved if that's what I want to do.AFAIK, you don't have to publish the ads from AdSense, in the sense that they're not going to send out the AdSense Police after you if you get approved and then don't place their HTML on your site to display the ads.
Well, all ad networks have terms and conditions and (I think) they are pretty long. So even if I read these terms and conditions from top to bottom, I might miss something. I apply for a publisher program, but I might find that I do not want to participate in the program after all after I get approved.But, then, why would someone bother going through the application process if they don't intend to publish the ads?
Anyone dealt with Fastclick? Burst!Media? Can I just decide to not publish their ads after I get approved?
